This seminar will provide an economic theoretical framework for understanding that environmental problems are often economic problems with economic solutions.  Participants will focus on the role that economic incentives play in creating environmental problems and how alterations in those incentives have the potential for solving the problems. Topics to be discussed include externalities, public goods, the role of property rights, command and control versus market approaches, taxes versus emissions permit trading (cap and trade).
